SUMMARY OF POSITION

The Engineer for Lower Neches Valley Authority (the “Authority”) will engage in the “practice of engineering,” and provide support to the Manager of Engineering in all areas of engineering for the Authority as defined by the Texas Engineering Practice Act (Texas Civil Statutes, Article 3271a), on behalf of the Authority

ORGANIZATIONAL RELATIONSHIPS

1. Reports to: Engineering Manager.

2. Directs: May provide direction to Engineering Technicians and Engineering Assistants.

3. Other: Has daily contact with Administrative and Operations staff and occasional contact with the Board of Directors, customers, other agencies, and outside consultants.

EXAMPLES OF WORK -Essential Duties

  •  Assist Engineering Manager with the Capital Improvement Program (CIP) including project evaluation, preliminary engineering analyses, project design, preparation of cost estimates, and project implementation.
  •  At the direction of the Engineering Manager, provide technical support to the Operations staff through the development of operational programs and specific implementation tools including spreadsheets and databases for new projects or expanded operational criteria related to the canal and pumping system.
  • Provide and assist in the in-house engineering efforts of the Authority with plan, specification, and estimate preparation for various construction projects including engineered solutions in categories including water, sewer, paving, drainage, water control and distribution, structural, electrical, and fabrication/manufacturing projects.
  • Ability to effectively direct and manage draftsmen, survey crews, technicians, and outside consultants in support of plan and specification development for specific projects.
  • At the direction of the Engineering Manager, prepare bid packages and manage the bid process for various construction and services contracts.
  • Prepare and administer construction contracts in accordance with state laws, regulations, and local purchasing guidelines on various in-house and contractor constructed projects for the Authority.
  • Perform hydraulic evaluations of freshwater distribution canals and water availability models and provide recommendations based on analytical results.
  • Assist Engineering Manager with evaluation of water rights, permit amendments, and water availability, including the impact of proposed water right amendments by others on the Authority’s rights.
  • Provide basic construction surveying services including data collection, processing, and analysis. Other Important Duties
  • Develop and maintain relationships with various agencies, including TCEQ, U.S. Army Corps of Engineers, USGS, Texas Parks and Wildlife Department, EPA, local municipalities, and others.
  • Attend various professional meetings.
  • Possess understanding of public contracting requirements in accordance with the Texas Water Code and Local Government Code.
  • Perform such other related duties as may be assigned

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:  the art and science of engineering, especially the field of civil works related to water supply and hydraulics.


Skills/Ability to: prepare plans and technical specifications for the construction of public works; operate a computer using Microsoft Office products and standard engineering analysis software including HECHMS, HEC-RAS, and AutoCAD; establish and maintain effective working relationships with others; and demonstrate proficiency in oral and written communication.

EXPERIENCE AND TRAINING

Minimum: The position requires a person holding a bachelor’s degree in engineering from an ABET accredited university, plus at least two (2) years’ experience in the engineering field; or any equivalent combination of experience and training, which provides the required knowledge, skills, and abilities.

Preferred: Knowledge of basic surveying principles, and proficiency in hydrologic and hydraulic modeling software, particularly software recognized by the U.S. Army Corps of Engineers, is preferred for this position.

CERTIFICATES AND LICENSES REQUIRED

Minimum: Valid certification of Engineer-In-Training (EIT) with the ability to obtain registration in the State of Texas as a Professional Engineer within two (2) years of date of employment. Valid Texas Driver License.

Preferred: License to practice as a Professional Engineer in the State of Texas.


Pay Group: B5
FLSA: Exempt
Pay Range: $95,280 -$142,920
Closing Date: June 30, 2025 or until filled, whichever comes first.
