SUMMARY OF POSITION

The LNVA-NRTP Relief Operator/Laboratory Technician (Relief) is responsible for providing 12-Hour rotating shift coverage for the NRTP Wastewater Operators and Laboratory Technicians in their absence. When not providing shift coverage, the Relief will perform various support activities for all NRTP departments as assigned.

ORGANIZATIONAL RELATIONSHIPS

  1.  Reports to: Reports to: Assistant Utilities Manager. Receives daily work assignments from the NRTP Technical Assistant, Laboratory Supervisor and Maintenance Supervisor.
  2. Directs: This is a non-supervisory position.
  3. Other: Has regular contact with Authority employees, User operations personnel, vendor service providers, and NRTP and ExxonMobil security personnel.

Essential Duties

The primary duties of this job are summarized below, subject to guidelines and approvals set out by the NRTP Standard Operating Procedures and NELAP Standards.

• Maintain punctual, regular attendance and work the scheduled hours.

• When providing shift coverage for the NRTP Operator and Laboratory Technician positions, the Relief will
assume all responsibilities and perform all duties as described in their respective Job Description.

• When not providing shift coverage, the Relief will be assigned to assist NRTP department supervisors with
various support activities including:

  • Purchasing, receiving, inventory control, and documenting and distributing chemicals, supplies, instrumentation and equipment.
  • Special project development, implementation, monitoring and reporting.
  • Process control and regulatory data compilation, interpretation, documentation, and reporting.
  • Development and review of process, laboratory, maintenance, and safety procedures, and conducting employee safety training.
  • Performing various process, laboratory, maintenance and safety inspections, and maintaining safety equipment and supplies.
  • Conducting special NRTP and User site specific laboratory test procedures.
  • Assisting the Analytical Specialist with job responsibilities.
  • Under the guidance of the NRTP Maintenance Leaderman, assist with maintenance and instrumentation installation and repair activities.

Other Important Duties

• Perform other duties as assigned by the LNV A-NRTP staff supervisors.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:  the process operations, equipment, instrumentation, infrastructure, maintenance practices, applicable OSHA Standards, and TCEQ TPDES Permit operational and maintenance requirements associated with an industrial activated sludge biological wastewater treatment plant; laboratory equipment and TCEQ and EPA regulations and approved procedures for sampling, testing, conducting QA/QC, recordkeeping and reporting results of tests performed on water and industrial wastewater monitoring samples.

Skill/Ability to: 

General - demonstrate proficiency in both oral and written communication; establish and maintain effective working relationships with co-workers and facility User contacts; and able to work in a refining and petrochemical environment and tolerate adverse working conditions, including exposure to a wide range of temperatures and a noisy work environment.

Operations - monitor and control all treatment plant process operations within established guidelines; conduct
process control laboratory analysis (CODs, sulfide, phenol, ammonia, and 02 Uptakes, etc.); make process adjustments such as sludge recycle rates and chemical addition rates; monitor plant equipment operating conditions and perform minor maintenance; utilize a DCS control system.

Laboratory - analyze refinery and petrochemical industry wastewater, treatment plant process and treated effluent water, and stormwater discharge samples in accordance with regulatory procedures and industry standard operating procedures; prepare QA/QC standards and comply with all quality assurance and control requirements, use, calibrate and maintain routine and specialized lab test equipment, Gas Chromatograph and Liquid Chromatograph; perform laboratory calculations; meet and maintain the NELAP Demonstration of Capability requirement; utilize Microsoft Excel spreadsheets for data entry.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES

Skill/Ability to: proficiently operate computer, including email, word processing, and spreadsheets (Microsoft Office Suite).

ACCEPTABLE EXPERIENCE AND TRAINING

Bachelor's degree in a science field or high school graduation plus at least two (2) years of experience in the
operation of a biological wastewater treatment plant or surface water treatment plant, and at least two (2) years of experience in conducting EPA approved analytical laboratory test methods for the examination of water or
wastewater, or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

Valid State of Texas Driver License
ExxonMobil Beaumont Complex Security Access Clearance and photo ID badge
ISTC Basic and User site specific safety training certification and photo ID badge
TCEQ NELAP Demonstration of Capability Certification
Full Face Cartridge Respirator Use and Fit Test Certification

PAY GROUP: C5
FLSA: Non-Exempt
Pay Range - $48.05/hour- $56.01/hour
