Senior Environmental Analyst Quality Assurance Officer 

SUMMARY OF POSITION

The Senior Environmental Analyst -Quality Assurance Officer (QAO) for the Authority will perform various duties related to environmental programs at LNVA in cooperation with private and governmental agencies and develop a thorough working knowledge of quality assurance/quality control (QA/QC) activities at the Authority. He/she will serve as the coordinator of QA/QC responsibilities including internal audits and quality reports to management. He/she will serve as the laboratory’s deputy Technical Director/QAO under the guidance and supervision of the Environmental Lab Supervisor. He/she will maintain a complete working knowledge of all equipment calibrations, analytical methods, and QA/QC procedures for proper training and development. He/she will review and update Standard Operating Procedures, QA Manual and Authority planning documents (i.e. Emergency Spill Response Plan). He/she will also coordinate the Emergency Spill Response Plan activities on the LNVA Canal System.  

ORGANIZATIONAL RELATIONSHIPS

1. Reports to: Environmental Laboratory Manager.

2. Directs: This is a non-supervisory position.  

3. Other: Has outside contact with other Authority employees, the general public, private consultants, and numerous local, state and federal agencies.  

EXAMPLES OF WORK -Essential Duties

•  Maintain punctual, regular attendance and work the scheduled hours.
•  Serve as the Environmental Laboratory’s deputy Technical Director/QAO.
• Serve as the QA Officer for the municipal, industrial, and agricultural meter integrity program. Develop technical calibration workflows for LNVA personnel to implement, audit calibration accuracy, determine calibration deficiencies, and establish corrective action procedures to insure proper training and development.  
• Assist the Laboratory Supervisor in the implementation of the Authority’s water quality monitoring programs in the Lower Neches River Basin and the LNVA Canal System.
• Perform laboratory testing for conventional laboratory parameters strictly adhering to the Authority’s QA/QC protocols in the field and laboratory.  
• Review and monitor the integrity of water quality data collected in local, state and federal activities.
• Assist the Laboratory Supervisor in the investigation of hazardous substance spills or other conditions that may jeopardize water quality within the Authority’s jurisdiction.  
• Assist the Laboratory Supervisor in the implementation of LNVA’s Environmental Public Awareness Program.  
• Coordinate with the Authority’s GIS Specialist to update and maintain Authority’s GIS database in conjunction with LNVA monitoring activities.
• Maintain, coordinate, and monitor the Authority’s storm water pollution prevention program.
• Maintain, coordinate, and monitor the Authority’s chemical inventory and waste disposal.
• Maintain knowledge of all environmental regulations impacting the Authority and periodically review and update Authority’s associated guidance documents.
• Review, update and maintain information disseminated to LNVA’s customer base through direct contact and internet web pages.
• Assist the Authority operations staff in completion of documents associated with various governmental regulations as they apply to the Authority’s management of its water and waste disposal requirements. 

Other Important Duties

• Attend various professional meetings.

• Perform such other related duties as may be assigned.  

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: principles and practices within the fields of biology, chemistry, and aquatic science.  

Skill/Ability to: collect, analyze and evaluate technical data associated with laboratory testing, canal monitoring, instrument calibrations and QA/QC programs; demonstrate proficiency in both oral and written communications; utilize various analytical equipment and software programs proficiently, including multi-probes, flow meters, GPS/GIS/CityWorks, and water monitoring instruments both inside and outside of the Authority’s lab; operate standard equipment including computers, printers/scanners and various laboratory and scientific equipment; establish and maintain effective working relationships with other Authority employees, the general public, governmental agencies, and private contractors or organizations; safely trailer, launch, and operate a motor boat under various flow conditions.  

MINIMUM REQUIRED EXPERIENCE AND TRAINING

The position requires a person holding a Bachelor’s degree in the chemical, physical, environmental sciences, or an applicable natural resource related field.  

PREFERRED EDUCATION, EXPERIENCE AND TRAINING 

Minimum of a Bachelor’s degree in the chemical, physical or environmental sciences, with a minimum of sixteen (16) college semester credit hours in chemistry and sixteen (16) college semester credit hours in general microbiology and biology; and At least 2 years of environmental lab experience and QA/QC training that provides demonstrable knowledge of the skills and abilities required of the position.

Pay Group: A10
FLSA: Non-Exempt
Pay Range: $30.72/hour $46.08/hour
